I tend to agree that there are social costs involved in some communities' focus on federal incentives and revenue generation; but these dysfunctional police departments are mostly centered around cities which are dysfunctional in all sorts of other ways, due to top down political involvement. Chances are that your police department will suck in precisely the places where zoning sucks, where bylaws suck, and where people don't much care about the environment they're living in (either through desperation, apathy, or a lack of understanding of civics). I think it's lazy of the people featured to think that they can solve the problems of police from the perspective of police policy.
Police policy could definetely be improved though. Cities are massively complex agglomerations of people and wealth, its unreasonable to expect any one thing to fix it, in fact you cant even fix a city, you can improve it or make it worse.
@@ripred42 To the both of you, i agree with both statements. it is unfortunate because similar to dysfunctional cities, it reflects on the education of that city, the children, the behaviors that are exposed and how this can create issues for the kids in the future, I feel as if this is based on the self-fulfilling prophecy but for a city. The reason the 1994 COPS failed is because of three issues. 1. Political Party squabbles. 2. Egoism of Police Staff. 3. Not in my backyard. The biggest resource for COPS is Neighborhood watch. In which was totally ignored. Most city neighborhood watch policies with local law enforcement is a joke! Imagine a city with 300,000 inhabitants and there's only 20 block captains. There's an easy cure for this, but police staff just can't let go in admitting their dismal failures.
It's hard to believe that you'll find local talent in areas such as the south side of Chicago, Ferguson, Baltimore, etc. Perhaps better overall training and weeding out the few bad apples will do the trick.

What type of community are you referring to? If you're thinking suburbs, yeah. Inner city, probably not. You think a police officer's personal car is safe in the "hood?" If they knew his/her car, it would be on blocks within a few minutes. Crime isn't going down in S. Florida and guess what?
