Both games were in development, so either SSB used Stadium's assets for Pikachu and Jigglypuff, or the other way around, we don't really know yet. Think like, Diddy Kong Racing, and how that used Banjo's voice clips from Banjo-Kazooie, and how it used Conker's voice clips + eye textures from Twelve Tales: Conker 64, both games of which were in development at the time of DKR's release (Although the game was canned and retooled into Conker's Bad Fur Day, that original eye texture is still buried in the files, and can be easily compared to, if need be).
A lot of these 3d models (like the eeveelutions) are used in the Gamecube pokemon games. Also the charizard's cry is incorret. Sorry for my bad english ^^'
The Eeveelutions could be used in battle, and most of the ones that could be used in battle were finalized except for Starmie and Snorlax (and probably some others). Every Gen I and II Pokemon model in Colosseum and XD are exactly the same as the ones that were used in Stadium 1 and 2. Charizard's cry is correct. It's the same as Rhyhorn's until Generation VI updated a lot of the older Pokémon cries.

How can you leave out Nidoking? Nidoking is probably the biggest change between Stadium 0 and Stadium 1. In Nidoking's case the actual model is different. Exeggutor's is also different, but it's not so drastic. In Starmie and Snorlax's case the models are (almost) identical, but their animations are different. Nidoqueen's model is also the same, but its animations are a bit different. Also, in Colosseum and XD, it's true that most of the models are the same, but not all of them. Two examples off the top of my head are Psyduck and Politoed, they got given new models for Colosseum. I'm pretty sure Ponyta and Rapidash did as well, but I'm not 100% sure on that one.
