Resistors and diodes in the cartridge are used to create what is known as a charge pump circuit. On earlier NES consoles you could send a bad voltage (usually something negative) back into the console's lockout chip to "Stun" it and prevent it from operating further. iirc the switch simply disables the circuit on most Camerica cartridges. Later model front loading consoles would disable this type of lockout defeat with diodesj.
