I've watched several of these 80's Stern appearances and Howard always seems like an idiot on his show. If I hadn't already been listening to his show on the radio since the 80's I could have come to a very different opinion of him than what I have which is he's often funny as hell but also offensive quite a bit. But I'm not complaining, I've watched the stuff from the show with Artie for years and for me that was the best years! I did not hear him on live radio when Artie was on, but the old show on free radio.
According to Imdb Howard never did Letterman in '85, it was '84 than '88, since this is definitely not Howard's 1988 look, you would have to place this in '84 but like you said he's referencing '85, so it has to be.
+Liara I'Sorry Nah, he was on in '86 and '87, at least once each year. I saw those appearances and I think they've been uploaded here. Not sure about '85 but I think he was on every year from about '83 to the early 90s.

This is not his first appearance and he wasn't on in 85 so it has to be October 84
This must be in 85 since he talks about Haing S. Ngor winning Best Supporting Actor which happened in March 1985.
