All of Guams villages need Youth Centers. These Centers will need the support of the youth attending them to help clean, manage, and maintain it. They need to take pride and ownership to keep it running in the right direction. Doing this should help to greatly minimize criminal activity and drug /alcohol use on island.
The high schools need a school resource officer. They can bond/ interact/ better understand the schools/ communities needs (especially drugs and violent intent). This can help the police department better understand what the communities needs are through the youth.
