It's all about market share and keeping workers employed.
Japanese large companies don't believe in capitalism, aren't accountable to shareholders and think of themselves as country clubs e.g. sell shares to raise revenue more cheaply than a bond issuance (since dividends are lower than bond payments & are purely discretionary).
The problem is, they have done this for so long, they don't even see a problem with it. It is like talking to a Boomer who bought a house in 1970 and now thinks he is a financial genius.

I Was being sarcastic, but your answer doesn't answer the question, why ?
Capitalism doesn't mean inefficient & unproductive business practices. Capitalism encourages & rewards invention & competition & is incentive$ driven, not failure driven which is why they lied. I'm sure shareholders & government regulators would agree.
Wiki - Capitalism is an economic system based on the private ownership of the means of production and their operation for profit. Central characteristics of capitalism include capital accumulation, competitive markets, price systems, private property, property rights recognition, economic freedom, profit motive, commodification, voluntary exchange, wage labor and the production of commodities. In a market economy, decision-making and investments are determined by owners of wealth, property, or ability to maneuver capital or production ability in capital and financial markets, whereas prices and the distribution of goods and services are mainly determined by competition in goods and services markets.

Sato is allegedly CEO in charge but looks like a cypher for his failed predecessor. Toyoda meanwhile will not shut up, and every time he only opens his mouth to put his foot in it. But he had 13 years to put all his yes men in place. The necessary cultural change in this company will not happen unless they get rid of all of them. I reckon it will have to get worse before anything radical is changed.

Japanese cars have always been unsafe historically and now. I looked at IIHS crash tests of various cars over time. When IIHS first introduced smaller overlap frontal crash tests, almost all Toyota, Honda and other Japanese cars failed. Only some GM models in domestic passed barely. VW, Audi all failed. BMW and Mercedes passed ok. Volvo passed with flying color. A couple of years after this test was run, all Japanese and Korea brands ammended their design to pass this test. This just goes to show you they treat safety as patch work. Only fix the minimum required to pass a crash test from specific angle. To even do that, they have to cheat. Who knows how weak their car is if it's collided at slightly different angle in real world crashes.

I think a lot of vehicle manufacturing companies are overselling the quality of their products and at times use illegal means to do so. The main reason is competition and lower profit margins. There are only a few vehicle manufacturing companies worldwide that make sufficient profit to be sustainable long term.

Don't panic if you own one of these cars and you don't live in Japan. Toyota has only suspended domestic deliveries, not international deliveries. The "falsified" crash testing is applicable
to Japan only. If your vehicle type has been independently tested by NCAP or the NHTSB, IIHS or similar authority, you don't have anything to worry about, they're compliant with your country's
regulations. If you're in Japan... you mightn't be so thrilled, though.

@@fatdoi003 Electric Viking is the first to report that. He hasn't cited his sources, I note.
I am not aware of the Japanese domestic testing protocols. It is possible that vehicles were modified for testing in their market, although I have not seen any report where even that has been implied.
When vehicles are selected for testing by the European body, NCAP, they are selected at random from cars available in dealerships to ensure that modified vehicles have not been supplied for testing by manufacturers. The US NHTSA conduct their vehicle selection in the same way.
They take a car, at random, straight off the lot.
Unfortunately, this is not the first time that Electric Viking has not been entirely accurate in his reporting. Fact checking is not his forte.

Not the first. Back when VW was caught playing games with the diesel engines, Toyota and Honda had lied significantly about the gas milage on their vehicles. VW almost went under, the other two only received a slap on the wrist. Remember the run-a-way engine from Toyota, several deaths. They got by saying the cause was due to the floor mats. They wouldn't let anyone else investigate their software. I guess only folks that bought Toyotas did not have the common sense to pull back a floor mat. It was the software. BTW, within the past two years RAM had a customer's truck that had a run-a-way engine, I think this took place on a Sunday. On Monday, the engineers had figured out the problem and a fix were on the way to dealers.

The moral of the story is, Japanese cars become so successful they can get a way with any thing. The dash board on 2003-2006 RX 350 cracks, US owners got free replacement, we got bugger all in Australia. This is just one of many things they can get away here. They even managed to get our government to lower the fuel efficiency standards for Australia. This the power of big corporations!

Here the short of it, we have a single dealer we bought our Toyotas, when we were reserving for upcoming LC300 the agent promised us an SRP, we just have to down 50% almost a year before launch, when stocks arrived they required additional 30,000USD for reservation but it won’t reflect in the documents. The reason they gave? It is what it is.
