Actually this is traditional old method. Now people have machines to sanitize and fumigate large areas due to adverse effects of formalin exposure. But small labs without much sophisticated technology use this. I advice not to use this for large areas. Formaldehyde is a poisoning gas
It is definitely harmful to enter when the fumes are there. After 3-4 days you can enter and start working. But if you open the windows or anything to let the fumes go out, there's no point in fumigation. So better to allow the fumes to reduce on its own before entry.
If you inhale or expose your eyes gets irritations, respiratory disorders, skin irritations. But after 2-3 days when fumes and smell resides you can use safely

If the fumes are still there, leave the room for another 2 more days until the fumes settle down. Then you work.

Nothing happened when we fumigated with lights on. Depends on room size too. Better to turn off
