The Sanskrit word is used only in discretion to two popular epics that are very much based on historical events, not all folklore or tales or other events. There are other kinds of lore in Puranas, Mahatmyams etc. which are more esoteric in nature. What "Itihaasa" means in its reference to those words is to teach the core tenets of the Vedas and Dharma through the viewpoint of lived experience. These are somewhat secular (conducting ones life with Dharma or unconditional commitment to truth, duty, dignity, equanimity and well being of all). So yes, your first comment is correct, but to what end that is the question. Its also not just folklore like any other.

Don't confuse using English words. Maharshi's clearly called them Ithihasa in Sanskrit -which means they are real and happened in the same way stated.
