PCSO 61475 Goodwin is talking quite a bit of rubbish there. An individual can't be the 'Data Holder' if filming from a public space and therefore a SAR can't be requested. Needs to be reminded of his limit of powers in reliance on his designation under Section 38 Police Reform Act 2002 whilst proving his powers as stated in section 42 of the same Act. PCSO Goodwin seems professional though.
