The "blooming" is a common thing thing in the car refinishing industry. Been supplying paint and supplies for well over 30 years and what's happened is moisture in the air has got trapped buy the wet clearcoat as it has flown though the air to land on the subject. There is no cure unless you catch it within the first few seconds and then apply heat from behind before the top has a chance to skin over. Once that happens, you're screwed! Best to paint on either very warm days with low humidity or, bizarrely, days below 0 degrees C as the moisture is frozen out of the air.
I watched your video before building my AIP TB 3. Thanks for then warning on the "ventral fins " blue and yellow stripes. What I will do is not to use the blue and yellow decals and just paint the stripes. I taped the areas between fins with 3 mm paint tape leaving the areas around the fins clear for painting. And as for then yellow stripes on the bottom of the fins , im masking all of the fins but leaving 3mm area on the bottom clear for painting . Hopefully , I can make a short video and upload it here
