I don’t know about classic but in TBC vindication didn’t do anything against bosses. In TBC bosses didn’t have strength agi or stamina, they just had attack power crit chance and health, so lowering their “stats” didn’t do anything.
you're right, thank you for catching that. I edited it out. However, I do still think the extra threat we get from consecration crits + hammer of righteous provides opportunities to not be as reliant on art of war, especially for dungeons, where mana issues can slow down the group.

The wreath rune does not lower exorcism cooldown. You should definitely still be running art of war
