There will always be little water, but that is pumped out. We have quite few underwater tunnels, thy all take in water, Th Atlantic Sea Tunnel in Kristiansund takes in 89 tons of water every minute, but it is pumped out. If the pump fails, yhe nest pump starts, if that fails, the third pump starts.
I calculate only $146 dollars in gas over the 700 miles if the car averages 30 mpg with gas at the current price of $6.27 per gallon in Norway. The 47 billion dollars, if distributed instead to each household ($20,800), would go a long ways towards the purchase of an electric car, which would cut gas usage dramatically.
I will definitely drive on a floating highway. Any new Technological Enovation requires courage for the first users, like airplane. However, over time it becomes a norm of life. Great project go for it.

Hey experts, I have a question. Have the designers considered about any density changes in sea water. I feel like that it will affect to the upthrust force on the floating tube parts for sure. Also, will the sea water rising due to global temperature affect on this floating highway?
Water density change will be the least of the concerns. Sure, there will be a minor difference from meltwater in the spring, but not enough to be a real problem. Sea water rise is currently about 2.2 mm per year, and daily ebb/flood is much, much more than that. 100 years = 22 cm rise, not a problem. There needs to be moving elements between each pontoon and the concrete tube it's attached to, to adjust for ebb/flood, and that's where I see at least a few problems. Anyway, I think the biggest issue would be a big storm forcing water into the fjords, raising the level a few meters, *and* putting a sideways force on the pontoons, as well as the submerged tube. I'm quite certain it's not possible to design something which would withstand those forces, at least not without blowing the budget completely out of proportions.

Just the idea of driving underwater is scary to me. What if there’s an accident? However, it went by really quickly and the tunnel was amazingly built. $200 in fuel and about $500 in tolls. Every time the Norwegian government fills in a pothole, they put up a toll station for the next 15 years to cover the cost. I live in Norway and I doubt anyone will be able to afford driving on the road if they plan to cover the cost the way they always do - by gouging the motorists.
Roads have to be paid for somehow. Toll roads and gasoline taxes are efficient in the sense that they're proportional to the individual user's consumption of the resource. Now, whether the Norwegian government is operating the roads efficiently or diverts the revenue to other purposes is another question.
Don't worry. Long before this is built cars will be replaced by autonomous electric vehicles, and they will be owned by Amazon and the like. Free to use is my prediction. Unless you insist on driving yourself, then you'll be classified as a biohazard and pay accordingly.

The 1.1 km long Opera tunnel in Oslo is a 4 lane floating uderwater highway across part of the city harbour. It has been in operation since 2010 and transports around 80.000 cars and trucks daily.

I have a question. Have the designers considered about any density changes in sea water. I feel like that it will affect to the upthrust force on the floating tube parts for sure.
Also, will the sea water rising due to global temperature affect on this floating highway?
Water density change will be the least of the concerns. Sure, there will be a minor difference from meltwater in the spring, but not enough to be a real problem.
Sea water rise is currently about 2.2 mm per year, and daily ebb/flood is much, much more than that. 100 years = 22 cm rise, not a problem.
There needs to be moving elements between each pontoon and the concrete tube it's attached to, to adjust for ebb/flood, and that's where I see at least a few problems.
Anyway, I think the biggest issue would be a big storm forcing water into the fjords, raising the level a few meters, *and* putting a sideways force on the pontoons, as well as the submerged tube.
I'm quite certain it's not possible to design something which would withstand those forces, at least not without blowing the budget completely out of proportions.

Part of this is already open. Ryfast (around Stavanger) is open. It’s part of Rogfast (the stretch talked about here). We drove this earlier this year and it was SCARY, not going to lie. Just the idea of driving underwater is scary to me. What if there’s an accident? However, it went by really quickly and the tunnel was amazingly built. I can’t wrap my head around how engineers even come up with this sort of stuff.
Just imagine driving through this in a future Eurotruck Simulator 2 update, LOL
