When most types of batteries are failing, their internal resistance goes up. Measuring the terminal voltage with a digital (high-impedance i.e. very low load) voltmeter often shows a "normal" voltage, which is why battery voltage should be tested under load conditions. With a car battery, switching on the headlights will bring down the terminal voltage of a bad battery, and the headlights will also go dim very soon.
