Do the entire album (or whatever songs you haven't listened yet). Jail 2 is the same but instead of Jay Z it has other rapper, and some vocals from another artists instead of the choir. This is the first song off the album (Donda chant is considered an intro/presentation). The drums are present only at the end because that's when they get to jail, notice the drums are very metalic and echoish, just like a jail would sound. If you listen to the next one after this, God Breathed, you will see the sounds match what inside a jail feels like.
