This looks good and easily can be better. The hanging / unfastened blocking (“Bracing”) is due to the construction process. The tops were nailed in just prior to the subfloor sheathing. Then the sheathing and finally the bottoms of the cross blocking / bracing would be nailed last. Why? This is due to keep in floor joist in place. If the cross blocking was secured on both ends befor the subfloor sheathing it may cause alignment of subfloor sheathing edges. It is common to see the bottoms of the cross blocking not nailed becuse they often forget or do not want to crawl around under the house ( not a cost benefit ). Hence, later in the life of the home, you’ll find cupped or twisted or tilted floor joist.
