U can use an overhead transformer for underground also pad mounted transformer u can run secondary cables up the pole for overhead secondary not normally done though but could be done
That is true! We didn't include those special situations to keep the explanation simpler. Our neighbor planned a pad transformer with all underground wire. Towards turn up time, he couldn't get a pad transformer due to COVID supply chain issues. So the power company put a pole and a pole based transformer where the pad was supposed to go and ran wire up and down the pole! It was just crazy!

For the primary cable, while it meets the definition of coaxial cable, I wouldn't say it's the same kind of cable that the cable company uses only bigger. Cable companies use various sizes of cables with a 75ohm characteristic impedance. A better description for what the power company uses is "concentric". Meaning 2 things share the same center point. A small point but I am a small man so I had to say it.
