People forget that Henry said Miranda could see all the previous chosen that failed. I actually think there are several "chosen" . Not all make it to From, say may die shortly after arriving, etc. The same with the part Jade plays.
Monsters can run, but they dont want to.. So they can enter the houses that are protected by the magic Rock.. but they dont want to.. They are playing and enjoying with the humans!.

Have you noticed that Victor's story with when he met the boy in white changed in S1 Ep4 Victor said the first time he met the boy in white was right before the two cars came but in S3 Ep 4 he said he met the boy in white in the aftermath of the massacre and for the longest time it was just him and the boy in white.
i don't believe that this show is about simulation like westworld, i think fromville is an anomaly, similar to silent hill, but time flows the same in fromville, along with time in a real world i am just curious now, how the outside world was real for entrapped people, did they really lived normal lives before arrival to town, or it was just another version of reality for trapped souls now i think, that monsters are just a muscle, curios to know who is at the top, is there any higher entity? kimono woman she is not a regular monster, she is clearly higher in hierarchy, like sinister antagonist of boy in white, more effective one by the way, better managing people skills, drowning people in baths perk we need to see now, who makes energy running in town, who throws supplies at survivors, who sends those apparitions, premonitions to sarah, who runs the music box?
