  • Africa's relationship with China was in the spotlight this week as Senegal hosted the 2021 Forum on China-Africa Cooperation (FOCAC).
    A number of new investment deals were announced and Beijing promised one billion COVID vaccines.
    China is the continent's largest trading partner. But Africa exports way less to China, than China exports to Africa. In 2019 direct trade was worth over 200-billion US dollars. China invests heavily in Africa. These countries were the top 5 recipients of Chinese investment in the same year.
    In a moment I'll be asking a China-Africa expert if China is really good for Africa. But first this report from Kenya which shows a real and present example of how China is establishing itself in Africa and not only through financial means.

      @@talyah23 Pffff, every country in the world has a territory that is not part of it by choice at the beginning. For example, Hawaii was annexation by the U.S. in 1898 against its will. At that same moment, Hong Kong, Tibet and Taiwan had been part of China for more than 100 years. Does that mean all nations should reject doing business with the U.S. due to what happened in Hawaii?

    This is ridiculous. When you learn a new language, of course, you need to know their culture, if you don't, how can you understand what they are talking. This is the same when I learned English, we have English culture classes; when I learned French, the training school held seminars to introduce French culture from time to time, too.     I am perfectly fine with DW critiquing the negatives that resulted from the exchanges between China and Africa coalitions. But I have been very uncomfortable with how this narrative is 'carefully' structured in portraying the 'hidden' and 'underlining' intention of the Chinese or CCP, like an 'unspoken act of evil'.
    One thing to start: the critic of Mandarin Chinese as a language, compared to French, requires one to learn history and culture instead of linguistic knowledge only.
    While I myself have the utmost respect for all languages around the world, including African and Native American languages, but to say one is this and the other is that, how insensitive and ignorant! This is bordering racism.
    Chinese, like many Asian languages, have often phrases and idioms (Chengyu) embedded that require an understanding of history and past events. (ex. 完璧歸趙 Literal translates to 'Return Jade to Zhao'. If you know history, you then know it means to return something to its rightful owner.) So how can you learn Chinese without knowing its culture and history? This suggestive narration of an underlining 'cultural genocide' of Africa is absurd. And pardon my frankness, of all countries, Europe is the least in the position to criticize another for cultural genocide of Africa.

      You have just realized that the media is conveniently changing the narrative in order to sabotage an image of a country because of a private agenda.
      While we all agree China is not an angel from heaven sent to help the rest of the world, it certainly tries to develop a commercial relationship with other african countries. We can also agree that China gets the bigger slice of the pie but that doesn't mean that Africans aren't getting theirs, specially if you consider in the las 200 years what Europeans natiions have been doing to african nations, then you realized that this is a way better deal than what the "former masters" provided.

      @@jimwu955 Do you know what happened during colonization? China is mainly paying for infrastructure projects up front, the African states then owe the money to China. China doesn't gain any political leverage (apart from the effects the debt has on future relations), they don't oppress the native population, and they don't literally kidnap and enslave the people living there. This really isn't comparable, as China's goal is that both the African countries and China profit from these recent investments

      Respect has been there at the beginning but after so many let downs and so much corruption there can be mutual interest or benefit and the west says it - and if everything goes well the lost respect can be earned back.
      Don’t forget that the west also gives foreign aid (free money) to those countries where as China only gives loans.. there is no comparison really!

To accept a foreign aid, the developing country must commit to western-style political reform (to elect a government ‘endorsed’ by the aid-giver) and to economic reform so that western monopolies could enter the country. The consequence of not listening to its western giver is western military intervention to topple the government.

      @@ttc1618 That’s a bunch of lies you just wrote! Of course there has to be some accountability to have certainty that the aid reaches and benefits the people, not the corrupt politicians. That’s why there have to be a mechanism to verify how the money is spent. I also give to charity and I like to know where the money goes - that’s normal! China would rather give loans and corrupt politicians without any accountability - buying political capital and doesn’t care about the population. Which one is better in your ‘expert’ opinion? If you don’t understand democracy and diplomacy that betters the lives of people then you should study a bit more. China’s loans come with strings attached that don’t benefit anyone apart from those at the top. We see this pattern with belt and road initiative so there is also evidence. B1M fund in Malaysia, dam project there… port in Sri Lanka… suddenly a reform to hold those in power accountable and without debt sounds 10 times better than China grab of territory, infrastructure and creating debt trap for poor countries.

      Not 40 years. The Western colonizers had 200 years (from 18th to 20th Centuries) to do something good for Africa, but they were not interested because they did not get much benefit from Africa.

    When I learned English as a kid in China, we learned about the festivals, food, customs, songs, sports, etc in the UK and the US; a little bit older as teenagers we watched American movies and TV series in the original English sound tracks, learned to sing American pop songs, learned to recite the great speeches made by American statesmen in history. All these were encouraged as wonderful cultural exchanges in China, and the Americans and British were enthusiastic about promoting all these. But according to those same Westerners, when people from other parts of the world learn Chinese, all these cultural exchange stuff sudden become China's evil conspiracy...

    When considering history, USA and European Countries have never, dealt with Africa in a respectful way. Many Africans are poor and have died because of the West. Although not perfect, China has approached relations with Africa in a way more professional manner than the West, where Africa can actually benefit.

    Whatever it is, a stronger China means a stronger Africa and vice versa. Don't believe me? How did Africa fair during the few hundred years of white colonial rule? Compare that with the fast rates of modernisation and improvement in life quality just within the past 3 to 4 decades, coincidently this was the same time China started to modernise. We often forget, China had almost the same level of development and economic size to Africa less than half a century ago.
    If i was an African leader, I'd be knocking on China's door. Why on earth would i look to the Americans who openly exploit using force, or my previous colonial masters. Logic sometimes is hard to accept, especially if you're a declining superpower.

      As someone who grew up in China and knows the Chinese mentality, that help isn't for free or out of good will. The CCP *will* get their pound of flesh from Africa. China has tapped out their own cheap labour force, so Africa is the next best place to extract vast amounts of cheap human labour. It's a form of control via economic growth - and that same greed that destroyed China's ecosystems and animals will befall Africa. Not to mention they'll gain control of your politicians too. It's already happening in some countries around the world. You're switching to a new master - white men were obvious about exploiting Africa, but the Chinese will do it with a smile and velvet gloves hiding an iron fist.

Often economic sanctions if a country gives a prestigious award to someone unpopular with the CCP (Norway), inquires into a politically sensitive topic (Australia and corona origins), acknowledges Taiwan (Lithuania), personal sanctions if members of a government formally acknowledges human rights issues at the hands of the CCP (Canada), etc.

    I've studied Spanish in high school, Japanese in university, and Arabic recently. It's normal for the instructor to share their home country's history and culture. I am sure that when foreigners teacher their language in China, they would share their history and culture within the class

    West in general walked away from sub Saharan Africa after the collapse of colonialism. More accurately those not worth plundering for their resources or used as safari destinations were abandoned. As bad as the west if not worse are the oil rich nations of the north. US trillions and weapons poured into Israel as both nations supported apartheid is particularly cruel IMO.

    While both sides are benefits tremendously from their good relationship, Africa definitely benefits much more simply because its much lower developing level. This is exactly the same as US-China relationship in past 4 decades. According to one study, US has the 2/3 of the total benefits while China has the 1/3. It especially favors US at the beginning. But it helps China much more since it started from the very bottom while US was always at the top.

    IMF and the world bank never did anything good for developing countries but offer loans that were impossible to pay off as they contained clauses that would raise interest rates without ceilings at any point in time.

      Same in Europe when I learnt German and English. We would learn songs, geography, politics, history, talk about customs etc. For special holidays we would try to cook their food.
      But he compared it to learning French and maybe that would be different in his country cause it's an official language in several African countries so it might be too many to focus on and Africa's relationship with France is complicated due to colonialism.

      I once drove through a industrial zone in Gauteng, South Africa, and noticed an entire Chinese dominated block, with Mandarin banners across the road and Chinese workers building structures. Chinese workers in retail stores. Now how is that benefiting Africans. The only benefit is the cheap often junk goods that's on sale. Those benefits are working only one way and that's in China's favour. Sign up to Belt and Road at your own peril as they often demand that the infrastructure they supposedly invest is used as collateral. If you cannot service the China loans, they simply take ownership of the infrastructure. That benefits with a gun to your head.

      @@youngz13o any contract has at least two parties in agreement; however such agreement may not necessary take place between parties of equal strength - subliminal dominance of power can come into play. Especially when the weaker party may agree under terms that ordinarily would not be acceptable. Such as agreeing to put up as collateral national interest key point assests; I.e. a airport, harbour, agricultural land, etc. The stronger party in agreement approaches the weaker party with a smile, promises to invest in a joint effort benefiting both parties. However, the agreement has a sting in the tail; it's in fact a 'loaded' agreement, which has its goal (development), but that goal masks the true goal, which is to build a claim (debit) over the weaker party setup so the weaker party inevitably would fail. The real goal is achieved; the collateral underpinning the agreement. The stronger party is using a dead standard business contract as a weapon. Much more effective and less costly than Putins method. It's the Chinese way - 'gentle quiet aggression'. Not a shot fired but dead done. There are already a number of examples in Africa and elsewhere. So my friend there's no where to hide, Belt & Road serves one aim dominance through trade. There are enough weak governments out there willing to sign away the wealth of nations for personal gain for China to make a real killing.

    Actually, it is a good thing for Africa to diversify the kind of countries that invest in the continent. We know that Western countries that invest in Africa want to push for homosexuality, feminism, human rights etc. On the other hand, Chinese want to push for infrastructural development without necessarily influencing the socio-political dynamics of the African country. Other countries like Japanese, Russia, India etc. (if they choose to invest in Africa) will introduce a new angle of development beyond infrastructure, homosexuality, gender equality etc. So this mix will provide a good balance for accelerated growth and development in Africa.

      As someone who grew up in China and knows their mentality, the Chinese government's venture into Africa isn't out of good will, but to exploit cheap labour, natural African resources, using their votes to gain advantage, one way Chinese cultural exportation and to build infrastructure to aid in transporting those goods. They aren't doing it for free to help Africa, Chinese people love money, and they will get their money's worth in the end - which could be political control, suppression of freedom of speech, failing to repay debt will result in privatisation of federal/state utilities which could drive up prices of electricity/internet/phone/water/food/education, destroying native African ecosystems and animals for financial gain, higher pollution via inefficient methods of power production that will lead to deaths from respiratory issues, trade wars if an African country doesn't comply with CCP demands, purchasing and control of large amounts of land making it too expensive for locals to buy land, setting up poor or lax regulations that can lead to harm in the future, and much more. These are issues already faced by countries that had to deal with China for decades.

    (The interviewee) Andrew argued that the Chinese school orchestrated the course of Chinese language, by teaching Chinese history or Chinese Poems, so as to implant culture influence to the learners like him. And he expressed that he would be happy enough ONLY to know communication language rather than poems.
    The fact is that for all pupils in China, the very first lesson of a Chinese textbook starts with a classic poem. For pupils entering a elementary school, it is a poem called The Goose (鹅) Which was written around 650 AD; on the same semester pupil will have to meet a few sentences collected from Analects (论语) which is a composition of Confucius' speech back to 2400 years ago. Toddlers were often taught the Three Character Classic (三字经) in the kindergarten, which was probably drafted during 13th Century AD.
    Unsurprisingly, starting with the Classic sounds odd to other language users. My explanation is that because Chinese as a written language didn't evolve too much in span of its history. Besides, knowing origin or etymology of characters, could render a reader quick interpretation of the meaning, even if a phrase he may never heard --- Chinese is a logogram language that a character represent one or several meanings. So understanding and reciting classic literatures as an assistance to remember and wield the Art of Chinese, are always part of Chinese learning, no matter today or 100 years ago, or 1,000 years ago. As a reference, Chinese textbooks for senior school in Taiwan possesses over a third of courses in classic readings. Similar it is in PRC.
    So, when a teacher wants his/her student understanding something from ancient, inevitably he/she has to talk about its background. Just like if someone is going to talk about Trojan Horse, please imagine He avoids to mention anything about the Greeks.
    Having said that, I could understand that learning the classics is painstaking and there will be resistance (Just as my child who always says I dont know after being questioned to interpret). Textbook and course had better tailor to fit second language learners typically taking it as a working language.

    I'm sure DW misses out in mentioning that the Goethe institute courses in German not only teaches language, but also the culture as well. I seriously don't see why this is seen as negative in western mainstream press.

    So much is talked about and analyzed about the China-Africa relationship which includes among other issues social-cultural aspect of it. What l have failed to hear how China is blending into African society. African s are busy learning Chinese languages in Africa & China but haven't heard Chinese doing the same. How come? Can anybody explain that to me?

      They have actually. Since many come to Africa to work for Chinese corporations many learn the local dialect marry local women, join/build communities and some ( a negligible amount) even join tribes. It's not all good obviously but their not raping women and butchering men like the Europeans did.

      So why has English become the dominant language of the world then? Has many native Anglo speakers attempt to learn Chinese or Swahili or any other languages for that matter? Virtually none. Why? Because Britain was the first country to be industrialised which in turn made it the world’s first superpower thus enabling it to colonise virtually the whole world! Btw speaking a foreign language is an asset not a liability and the Chinese should feel inferior for being able to speak any native African languages or any other languages like English or even French not superior unlike many africans! 😅

    chinese loans lowest interest rates.
    if you default, china can not do anything. chinas only card is that if you dont pay they wont let you borrow from them. sounds fair.
    they also offer other modes of payments like having china manage assets.

    The best thing for African countries is to be wary of their relationship with Chinese and western countries alike. The Chinese have their best interest at heart, so don’t expect too much from them in the future. You can calibrate with them, so both parties benefit, but keep your eyes and ears wide open and sleep with one eye open. The African people have to do all the heavy lifting. Political transparency and accountability is a must if they want to be at the top of the world stage and in every field. African countries must draw a long-term economic strategy that depends on their local labor and innovation by improving and developing the training and education of their youth. Or else they will not get the respect they deserve from the EAST or the WEST. It would be best to become the master of your destiny. or neo-colonialism is just around the corner.

    Likewise when Africans learn English or French from their colonial teachers, they were being made into one of them too, don't they, ...according to the video?
    Also there were Western churches in Africa, and Africans were converted into Catholics, into a religion of foreign origin? Furthermore, they were made to dress like Europeans, and eat Western style of food...
    African watched Western movies and TV programs, listened to Western songs and do pop dances.
    Today with China invests in Africa, the people had the opportunities to expose to some elements of Chinese culture, like what they had previously with the English and the French.
