What is the human cost to China's economic miracle? | Head to Head

  • In this episode of Head to Head, Mehdi Hasan challenges Charles Liu, Senior Fellow at Peking University, seasoned Chinese entrepreneur and informal adviser to the Chinese government, on Xi Jinping’s record in power so far, the government’s crackdown on the Uighur Muslim minority, and what role for China if it becomes the 21st century’s military and economic superpower.
    With the presidential term limit abolished in 2018, critics say that Chinese President Xi Jinping appears to be paving the way to being able to stay in power for life, but Charles Liu, founder of Hao Capital, disputes this. Separately, despite lower-than-predicted growth, China is still growing substantially and is set to become the world’s biggest economy.
    But the economic boom has been paired with an increase in state surveillance and crackdowns on dissent, as well as the repression of the Muslim Uighur minority. So at what cost has China’s economic miracle come? And what’s the future for civil liberties of the Chinese people?
    In recent years China has also increased its military spending while some Chinese officials have been ratcheting up their militaristic rhetoric, raising fears of direct military confrontation with the United States.
    On this Head to Head episode filmed at the Oxford Union, we challenge Charles Liu on all these topics, ask him whether the Chinese economy has hit a wall, and whether China’s neighbours should dismiss their fears as his country builds up its military and extends its global reach.
    We are joined by a panel of three experts:
    Andreas Fulda - China Specialist at Asia Research Institute and Assistant Professor at the School of Politics and International Relations, University of Nottingham.
    Victor Gao - Vice President of the Beijing based Center for China and Globalization and former interpreter for the late President Deng Xiaoping.
    Steve Tsang - Professor and Director of the China Institute at the School of Oriental and African Studies (SOAS) University of London.

    What Mr.Liu said about Taiwan's current situation is precise.
    Most of us wants a functioning govenerment that solve the problems
    in stead of "independent politics"bullshit.
    China has become a modernized advanced country over the past 30 years
    and we're still stuck in the debate of calling ourself "Republic of China" or "Taiwan".

What I would suggest to you is to do some research on your own, listen to Charles and Victor without jumping straight to a conclusion that they are wrong, take a look the shortcomings and current crisis of liberal electoral democracy in the West and really think for yourself, maybe you'll learn something different.     1. Apart from thr military budget, Mehdi should also ask how much the Chinese Gov spend each year to help the developing countries to build infrastructures. Eliminating poverty is always the China's goal.
    2. Mehdi should provide the proof for his "One million Uyghur prisoners" claim. He is not entitled to ask going to check the Chinese facilities to find his claims. No countries has the obligations to facilitate such rude requests.

    I am a Chinese, live in Hainan province, the southest part of China.
    As for the Centrol Camp, i don't know for sure. But before discussing this, i would like to share with some policies in China:
    1. Education policy: Student from all the minorities, except Han and ZHuang Ethnic, get 20 bonus points for College entrance examination no matter where they live and what school they are in. Moreover, In most parts of china, it is 9 year compulsory education(free education), but it is 12 yeas free education in Xinjiang and Tibet. And it is bilingual education in Xinjiang, Tibet and Inner Mongolia? Any part of USA does that?
    2. Poverty lifting policy: Building new house subsidy (house in bad condition in rural area, GVT will subsidize about 10 thousand usd for each family, it is about half of the cost of a village house of about 100m2), livestock supplying, education subsidy (student from documented poor family, not only don't pay for education, they also get subsidized), livestock subsidy, Medical Insurance subsidy and etc. And this policy is pro-minority. BTW, according to sources, Poverty rate in USA (1.5%) is higher in China (1%).
    3. Also There are some many other policy to help the poor: like "Hand in Hand Aid", developed province or city help the poor province.
    Well, if any other GVT does these for their minorities, i won't believe they depress their minority. Considering there are thousand extremists there, some measures are necessary, and i believe it is for the well being for the people there.
    We love our country. We don't want any outsider mess up with our country. We don't necessary love the GVT, but we believe they are doing a great job.

    I'm an Indian and I love china. What they have done is amazing. To think they had the same level of poverty as India in the 80's and have become one of the economic powerhouses in such a short time is incredible.

      Idriss, good observation. 👍👍😁😁. When Deng Xiao Ping became the Premier, he knew he cannot just make drastic changes to the CCP. He visited Singapore, Japan and US and learned that China must changed its isolation policy. Foreign investments were needed. To just change overnight will be very highly politically risky and facing political suicide He may be outsted, labled a traitor, or charged with subversive elements for trying to embrace western capitialism. To tread carefully and to prevent resistance from the old communist party leaders, he reengineered Capitalism with Chinese characteristics - a black cat or white cat does not matter as long as the objective is achieve. Today, Communism is just a name. Capitalism is the driving economic policy with open door policy to foreign investments. The central government will still play a crucial role as policymakers to ensure fair and equitable distribution of wealth but the people should be encouraged to pursue economic achivements thru' diligence, science & technology, arts and cultural practices in accordance to Chinese practices. Western ideas are not "copied". This policy explains less resistance from the old guards. At the sane time, Deng encouraged the old party members to retire and make way for new young fresh ideas. The old ways are "dead". The rest is history. In less than 3 decades China's economic developments surpassed many nations and lifted more than 700 millions out of poverty in China alone, 3X the US population. No country in the world was able to achieve what China did. Deng paved the way for the Capitalism, Chinese style. Go watch PM Lee Kuan Yew of Singapore how he described Deng and his ambition plan when Deng visited Singapore. Lee gave Deng only 2 words to change China - Foreign Investment. Shenzhen became the testing ground!!
      As a respect to Mao, he wanted the Chinese people to remember Mao as the man who united the CCP and repelled western colonization of China, but not the Cultural Revolution which will always be a dark history of China. Every country has a dark history. By the way, I'm not from China.

      Socialism is a political orientation. It is like Conservatism or Liberalism. It is not an economic system. Socialism recognizes human labor as the source of all value. It recognizes that higher wages are a cost increase for producers. It recognizes that, for individual producers, higher wages are a subtraction from profits. It recognizes that higher profits are the goal of every individual producer. It recognizes that higher wages benefit laborers.
      Socialism is the movement to address these realities. It is not the purchase of a political product. It is the creation of something new. The Chinese have done this rather well. You can't stop progress with a poor dictionary.

    If the host agrees with you, you can talk uninterrupted. If he disagrees with you, he won't let you complete a sentence and he will ask questions without allowing a response. Pretty poor "debate", only the host views must pass muster, everything else is shut down.

      I respect that fact that he marched with MLK Jr, and also came out and said how it was hard to believe how America at that day and age could still be oppressing black people at that time. This often crosses my mind that America was doing that yet going to war with other nations in communist regimes telling them how bad it was to oppress their people. That was hypocritical for America to position itself to the world yet doing that very same thing to African Americans throughout history leading up to the late 60's.

    The show doesn't care about China's answer, it only cares if there was a flaw in the Liu‘s expression.They didn't give Liu a chance to explain the Xinjiang issue,get in a word,Interrupt the original topic.What shocked me most was that the host thought military expenditure had nothing to do with population.When it comes to totals compared with the UK, France and Russia,talk about per capita compared to India.I can tell you that India's per capita military expenditure is only a quarter of China's,Its GDP is a fifth of China's.India spends more on military than China as a percentage of GDP.It's ridiculous that no matter how accurate Liu's argument is, people just want to attack him.

    The host is extremely biased and the Chinese did not prepare enough to present Chinese facts. I came from Taiwan and have lived in US for 30 years and I know very well about China and US media. I have a much better understanding of both culture. I hate China Culture Revolution which is the worst thing happened in China History. But I have to admit that China did do a lot of good things and have achieved lots of accomplishments. Just one simple example, Chinese female status is far better than most of the world. Japan , Korea and Indian women’s situation is a lot worse than Chinese women. There are lots of good examples. Learn some Chinese and discover yourselves. Some of them are taken as granted and China society does not know it is rare in other parts of the world.

    As an Australian, I’m no fan of Chinese aggression, but it’s very hard to criticise China for its treatment of the Uyghurs when both Australia and the US have horrific records on the treatment of their Indigenous peoples. Australia locks up genuine refugees on remote islands as a deterrent to others wishing to escape oppression. The US had more than 1.5 million of its own people in prison in 2018 as part of a prison industrial complex relying on quotas being met to feed into the system. It’s hard to throw stones when we live in glass houses.

    My takeaways:
    1. Biased moderator from the very beginning. Bombard only certain panelists with difficult questions...and keep questioning until you get an answer you want to hear. When panelist want to explain further, quickly cut him off and move on to the next set of questions. What's the point of having this session, if the objective is to stop discussions as soon as you reached your wanted conclusion. Such closed-minded session not only brings little value to viewers, but does a lot of harm.
    2. Hats off to Charles and Victor for coming onto this show knowing full well of the hostile line of questioning. At certain parts, I couldn't distinguish if it was a moderator or interrogator speaking.
    3. Total lack of self-awareness by the part of Al-Jazeera and MSM as a whole. So little discussion on real atrocities like the war on terror, Guantanamo Bay, Black Lives Matter, Julian Assange, etc. But so pumped up when it comes to China's every move.

    For the past 40 years, Chinese government's top priority is growth, in the process, the inequality grew with market growing, it's inevitable, it's happening all over the world, in the case, China is not exceptional. However, when Chinese government realised the problem, they started addressing it, that resulted capital escaping China. You can't blame Chinese government for increasing inequality and addressing increasing inequality at the same time.

China don't have this weakness , china was able to build massive infra because general population doesn't own lands , so no need of land acquisition at all in China.

    I start to understand the format of this show. Usually in a political show you are supposed to invite guests from different perspectives and debate about an issue, but in reality this often end up being biased towards one side (sometimes to push for a certain agenda). This show is different as the only person being antagonized is the host himself. Everyone else actually is either neutral or on the guest's side. I think this kind of format is much needed in a world where people often live in an echo chamber and become more and more divided.

MS Teams and Skype are tools for internal communication. those are not sensored, at least not by CCP. Covid-19 is not a small topic people talked about nowadays. we maybe lucky. I haven't heard a single case. or someone mentioned a massive infection. We sometimes feel sick, and go to hospital. I don't see things out of normal there either. Now you tell me Mr Trump says China has way more infections then US because they lie about the data?

    I am sure Mehdi knows the truth about the Uighurs, but he has to ask these questions as he is being paid to do so. Mehdi, if you do a little research yourself you will find these Uighurs are being trained up in Mandarin and other skills. Without Mandarin, these Uighurs are limited to within Xinjiang because outside Xinjiang you will need Mandarin in order to get a job. Just like a foreigner who doesn't speak English in England would be 'unemployable', English is essential in England just as Mandarin In China.

I don't think it is a human cost to give more education chance for Xinjiangese. It is a embodyment of public resource allocation, which is part of government responsibility.
