Very dependent on skill from my experience. The Devil can become really easy once you've fought him for some time, but also King Dice is the same. Some people struggle with the end and parrying the pink cards, and some people struggle with The Devil's last phase (without taking any damage) like I did. If I had to choose, I would say King Dice solely because you get to choose who you fight, you can get extra health without using Heart Ring, and the last phase is easy if you learn how to parry well.
It is objectively better to just use spread instead of twist up for this fight, every scenario you used twist up in, you could have just used spread instead just as easily and have a MASSIVE DPS boost from 30 to 42. 1. For the 2nd phase just go underneath his chair and aim up using spread, you can also use spread when you go above because you are so close to him 2. For the third phase spread can easily hit the massive hitbox of the cat and its all 8 shots of its EZ are also guaranteed to hit if you jump into the cat's face, giving you huge damage, making it so much better than the twist up EX So why not just use spread instead?
That's what I used to think, but Twist Up is still a great option for 2 main reasons: 1. It allows you to cheese the 2nd phase like I showed. Again, this is a guide to make this as EASY as possible, so if that means cheesing the boss while using Twist Up, then that's what it takes 2. Twist Ups EX is great for this fight. You can very easily deal it's whopping 40 DMG for all the phases consistently, which is unlike Spread except for the last phase, and even then you have to jump and EX precisely to have ALL the EX shots land while Twist Ups is much easier and can hit the Spectral Rats. Spread is of course a great option pure DPS wise, but that doesn't mean other weapons don't have their pros as well and can be taken advantage of.

Spread is bettter than twisp up
What if I dont have twist up, what is a better alternative, run n guns are hard for me :/
Spread is pretty much just as good or even better than Twist Up. Then I use Roundabout for some form of long ranged damage.
