Для, работы реле нужен триггерный вкл - выкл. 0-1 А у вас вывод LM 358 поключен на отрицательный обратный связь, и она управляемая... ну, как-та ни то. (Для реле лучше с тригером работать)

Yes, you can use if for 25'C. Just tune the pot to set the point.
