The computer probably couldn't tell them because they asked how they can "travel faster than light" and not how they can "Get to somewhere faster then light" as traveling implies you're technically moving faster than light, which is impossible, instead you have to get something else to move you there without breaking the laws of physics
The whole entire point of science is to find the rules of existence of all layers of existence to find ways to break them or at least bypass them safely.
There is an episode of SFIA wherein Isaac Arthur runs through the scenarios and timeline for populating the galaxy without FTL; it's pretty much exactly how this story tells it. :)
Sometimes I wonder... will we ever actualy manage these impossible feats? Will we ever accomplish our dreams as a race? Or will we die out first? I'm actusly wishing that possibly with the growing understanding of quantum physics that we can eventually crack the mysteries of traveling faster than physical matter is ever supposed to move, the be able to move faster than the speed of radiant light. Hell if we could figure out moving at Equal to the speed of light, I'd be jumping at the chance to be on one of those colony ships to the stars. The closest star system to us is Alpha Cintauri, at only 4.7 light-years away. A human could make a round trip in 10 years with almost a year of time to spend in the actual star system before returning. Surely we would be able to figure out an ecosystem ship that could maintain a group that long... if only we can reach the speed of light
I bet that the engineers and civil engineer who bilt the giant middel finger have similar personalities to that would have if i wer a engineer the type of engineer who would stick a knife to a roomba and set it free on a office or other bolding and take information to see that type of people are most like to get stabbed by roomba-san or would use legos to plant out there ideas

OK so humans want to form a galactic council. Um...why? What's the problem that such an overarching organization needs to handle in a galaxy of peoples who are peaceful by nature or achievement?
Because the peaceful people perceive the potential for discourse and disorder so they see these species that are literally experts in finding issues in their government in their society and fixing those issues they say sign me up sucker.
