Heisenberg and Dimitrescu are taking the spotlight but, Moreau and Beneviento for that matter are really the best parts of the whole game (in my opinion).
Moreau for me was the worst part of the game but I can say that his section was better than the combined rating for every part of resident evil 6. Amazing bossfight, funny character, great design.
My rankings for sections and this is all my opinion 1. Moreau's section. I like the environment, best boss fight, Moreau got a banger theme, and I love aquatic bosses. 2. Heisenberg's section. Outperforms the castle visual wise and cooler enemies, Heisenberg is my favorite character and also has a banger boss theme. The boss is very cool although I would have liked a previous human fight with heisenberg. 3. Beneviento section. I really like the psychological torment and the baby disturbed me all to hell despite it being the one spoiler I got for the game. 4. Dimitrescu section. The boss was really good and I like the mini bosses that were the 3 daughters but that's about it. Not to say I didn't like the section just all the other sections outperformed it to me. Forgot to mention for heisenberg section. I really like heisenberg's character arch of wanting to build an army and betray miranda. Sorta wanted to see him team up with ethan.

The theme perhaps makes a reference to him. It sounds sinister, peculiar and has a touch of envy and vengeance. Moreau was always laughed at and mocked. This song compliments him by describing his transformation and desire for revenge.

Heisenberg needs metal to even be effective. Dimitrescu might be a match for him, but it'd be close since Moreau can spew massive amounts of potent acid and would be lethal if allowed near water. The only thing holding him back was his low self esteem. Poor guy.

The eerie, unsettling ambience together with the ominous chanting and loud orchestra just tells there's a looming threat nearby, something so strange it cannot be described by memory alone. Fitting considering RE focuses on viruses that mutates people.
Best theme in the game, most creatively composed too. I think aside from the cool wailing and echoing, my favorite part is the choir 1:27 That part is kinda underrated. It kinda shows just how powerful and imposing Moreau truly is

if you have siblings that are achievers in school and life while you are not, then you will feel moreaus sadness. However you cant still change the fact that he also killed people just to make his mama proud. 😔😔 Btw his soundtrack sounds like ATLA/LOK and/or Mortal kombat 11 theme, Imo.

I'm pretty sure his character was directly influenced by "The shadow over Innsmouth" . Also, there's a book by H.G. Wells called "The island of Dr. Moreau" , which is an older Sci-Fi / Horror story. I think it's really neat to think about where they took the inspiration of the four lords from.
I loved his character. I was going through a dark time when i finally played the game and killed this boss and it definitely left a mark on me. He's pretty tragic. And for those that didnt ever notice, all the main bosses in this game represent different levels of loyalty. Dimitrescu wants to be THE loyal, Beneviento was promised smth as well as wanting to be loved. Moreau was OBSESSED, he wanted to just be accepted, doing anything he could, while Heisenberg HATED working for Miranda.
His appearance and his death scene is kinda look like ruviks final form and his death scene just blowing his whole body to pieces they're really look the same.
Gameplay-wise, Moreau and Miranda were the only bosses that gave me a bit of trouble (in standard difficulty). So to me he's more capable than Dimitrescu or Heisenberg, haha.

Honestly, I still don’t get the point of Capcom remaking RE4, when RE8 is basically RE4 if it came out today (much like how RE7 would’ve been RE1 if it came out today). The whole Moreau section reminded me of a mixture of Del Lago and Salazar’s “Right Hand” from RE4
