That PCSO made up his decision to do nothing in the first 5 seconds. If you had swore at the other guy you would have been arrested for section 5. There was no way he was going to do anything with the van driver. That's a very interesting encounter and just shows how strong their cover up and victim blaming culture is. Imagine how they must deal with people who are less well versed in the law and their rights.
I think the police handled this very well and professionally. They say it will be dealt with internally and the driver will likely be struck off. No one should be swearing from a police van at the public, obviously.
I was born in Reading, and have lived here for my entire life. I can tell you there is nothing unusual about his behaviour in these parts. People are very rude, quick to aggression, and easily provoked. You can see these traits not only in the idiot driver, but in the highly threat-sensitive PCSO too, who several times commented on your reference to his role. Reading is fertile ground for you to identify these disturbances and police responses to them in the future.
They came out to protect "one of their own" someone in their ring of allies. The crossed arms of the senior bully really shows his disdain for a member of the public. The need to "give advice" is shocking. They can't resist, they will explode if they don't get to tell you what not to do, if they can't grass you up for anything they will lecture you ad nauseam instead.
He will almost certainly be sacked. Isn't that much obvious? I almost feel sorry for him, he was absolutely owned by his own stupidity and there was a moment in this video where the penny dropped and his expression changed from aggressive to gutted.

Reading is fertile ground for you to identify these disturbances and police responses to them in the future.
