For anyone unaware of how the Vulak'Aerr spawn mechanics work, he spawns in the center of the North Temple of Veeshan ring. In order to get him to spawn, all dragons with the Lord/Lady designation (Except for Lord Koi'Doken for some reason) must be killed while Thylex of Veeshan (the trigger mob) is alive. If all have already been killed and have not respawned by the time Thylex pops (3 days +/- 12 hour variance), you need to wait for one of the Lord/Lady dragons (except Koi) to respawn, kill it, and this will cause Thylex to despawn and Vulak to pop. Vulak's loot drops works on a system of multiple loot tables, in which he drops four equipment items at a time (one from each table of five to seven), and two Ancient spells. All items dropped have a roughly equal drop rate so it seems like each item from eachof his gear tables are weighted equally in terms of likelihood, with a few exceptions that may just be down to luck or genuinely have modified drop chances compared to other items.
