Personally I feel like nemekian culture would have made assimilation how the elders and grand elder are decided. The previous elder and grand elder let's the next one assimilate them.
Realistically, if Piccolo fused with Super Kami Guru then he would be on Imperfect Cell level. Let's say Imperfect Cell beats him cause he has that same Piccolo's power, Piccolo and Kami would end up fusing still. With the power of 3 damned Namekians, Piccolo would be on Perfect Cell level and utterly destroy Imperfect Cell. Also, since he is fused with Super Kami Guru, Piccolo would gain potential unlocking skill which would make Z Warriors much stronger then before. During the Majin Buu saga, Piccolo would have unlocked his own potential in form of his past self- King Piccolo and that would make him SSJ2 level which still wouldn't be enough to stop Majin Buu unfortunately
By DBS this Picollo would be Super Saiyan 3 level and by the Superhero movie once he turns Orange Picollo would be UI Omen level. Orange Picollo was stated to be stronger than Goku or Vegeta on their current strongest transformation which is Blue Kaioken x20 level, and since this Picollo is fused with Guru I’d say this Picollo would be stronger than Jiren, Broly and pretty much everybody else except for Beerus or Whis
