All services are open on my carrier, short of a shipyard and all services are offered at no extra charge... the only stipulation I have in place is, I do not allow those with notorious label to dock at my Carrier.

Use the system map and/or inara to check what services are available before wasting your time visiting a personal fleet carrier that may not have any services enabled 2. Use the system map and/or inara to confirm docking access is enabled before wasting your time visiting a personal fleet carrier that may not allow anyone other than the owner to dock 3. Don't impose your own rules on other players
If you go to Inara and know the system, you can search there for a carrier but it will only show the location of any carrier that was there during the last update so the carrier may not still be there. It will also show services allowed.
Gotta love people inventing rules and making others their subjects. I for one have no problem respecting other's choices regarding their carrier facilities and settings, it's their business what they do with their carriers and it's nobody place to ask for example a pacifist to offer rearm services or shame them for not wanting to pay for what they themselves don't feel they need.
But wait, the 3 R's aren't open by default as soon as you purchase the carrier!? Because, the 3 R's are the most basics and common request once docked.
