Technically beef is the correct answer because the question is how it happened on the show NOT the correct way to actually make a Shepard's Pie. In the episode, Rachel said beef (with peas and onions), so the correct answer is beef.
It's funny because Jennifer is right, in the show they did claim it was half a Shepherd's pie and say beef, but Sir Ian is also right because in the UK there is a distinction between Shepard's Pie (lamb) and Cottage Pie (beef).
That distinction was lost in the ocean. We call the later Shepherd's Pie, even here in Canada. Even my Lancaster born warbride grandmother, who made the beef dish all the time, called it Shepherd's Pie. Not many lamb dishes, over here.

It's so interesting to watch how Sir Ian and Dame Julie interact with each other. There's so much love, admiration and respect there yet keeping it all playful.
