By 41 they didn't literally mean he was 41 years old, that's how long the character has been around. Mario first appeared in Donkey Kong (1981) where he was called Jumpman, it wasn't until 1983 when Mario got his own game and that's when Jumpman got the name Mario.

In Partners in Time, Baby Bowser is in early childhood, while Baby Mario is still a toddler. If Mario is 24-25, Bowser is 26-27 years old.
Fun fact: Bowser Jr. isn't Bowser's kid. Bowser Jr. is actually the baby version of Bowser introduced in an old Mario game when mario and Luigi were babies and I think you played as yoshi. Idk the name of the game but I think it was something like Mario and Luigi partners in time. I don't actually remember though, so sorry of I'm wrong.
