Atlanta apparel market has lots of stuffs .cute sweaters; shoes; mom & baby stuffs as well. Wish I could get some shoes

We have markets like this in downtown LA and they are always such a fun experience. When I used to visit Atlanta I loved to go to those underground shops. I’m not sure what they are actually called. It’s such a unique infrastructure for a city.
I went to the LA fashion district last year & I loved it. Of course I over spent. Lol
The apparel markets has a lot of great options. This can be intimidating for a first timer a lot of options. What’s some of your tips for first timers
Is it just one time event ? Or can you go anytime ??
I dont have 25ooo dollars. Is there any way you can buy just 1 item ?
Someone said I had to have at least 25.000 to get started
