You haven't been in Vegas very long have you? In the past late 70s early 80s we had next to no flood control whatsoever. The city was designed to use the major roads as flood channels. There was a time that west Sahara would flood so bad that it was more of a raging river than a street.

Losee and Craig was always under water during the 80s and 90's. People would get stuck there all the time. I remember they would always close Charleston underpass. Cesar's had signs posted not to park in certain areas of the parking lot because of flooding back in the 70's. Of course that part of the lot is now gone.
