The boots can be changed to anything but that. Clint relies on his passive and skills not normal attacks that is why attackspeed boots is not that helpful to him.

There isn't a SINGLE build to follow u must learn to adapt, try the same build on 3 tank comp enemy. u won't do squat, the best build is the 1 that constantly change along the game . With that out of the way. 2 core items for clint endless battle and BOD those never leave u'r build !!
I thing it's better if you use that cd reduction shoes than attack speed shoes. I mean, he is not like your usual marksman where you, quite literally, more emphasis on basic attack.
clint is the biggest burst damage marksman before lesley with a combo that is perfect for WAR. not a guerrilla like lesley. when all enemies are level 15, their damage will still be large according to the item

You can't say broken damage build when you're 5 levels ahead of the opponent
