I was also thinking about that. At first we was thinking that is from heavily leaking (rusted) guttering . But I changed gutters all around the house and not much changed. Thanks for your idea.
Thank you. No one has been living here for years. All windows and doors closed. Maybe with time and french drainage on the back of the hose will be better.

Dig a French drain around the outside of the house (plenty of tutorials on TH-cam) It probably won't stop the damp completely, but it's a good start.
