we adopted a dog, he was only 3 months old when we got him but we think he was beaten on his head multiple times because he was very affraid when we pet him on his head the first month we had him, even now when a stranger wants to pet him on his head he looks at the person very sort of untrusty

No the dog was clearly hurt which is why he wasnt moving when the guy was calling to him. If it were fear he wouldve gotten up to run when he got close or when the guy first touched him but the second the dog got picked up it started barking and crying out in pain because of his injury, and you could see the dog limping and holding up his back leg as he tried to run away.
