The voltage is 3.8v to 4.2v. It is very tight on that spec. You have it wrong no atter what you are reading. The clip you used is not correct either. The drive cycle for that DTC is 36mi. This info is directly from a KIA shop. Btw, I own a 2012 SX, and it is 274hp.

Kia dealer shop told me it would cost $135 to recalibrate my turbo so that's not a bad price
Looks worth trying. Better than the 2500.00 I was quoted.
