If I have a rolling carry on, I use a brief or small duffel as a personal item, it just sits on top of the roller mostly and keeps my laptop/meds/camera with me if I’m asked to check. I too do not favor backpacks in the heat. A full carry on backpack is fine if my vacation involves hiking or taking my luggage up stairs or bad roads, but for a personal item on a plane, there’s better alternatives for me. Waterfield and Tom Bihn make good travel briefs/small duffels, also the tomtoc t31 is a good value.

Sounds like a tote back is the way to go. You can access everything from the top. "Tech" tote bag will have a pocket for your laptop too. I'm sure you can find one that does a good job!!!
The best bag is the Aer City Pack Pro. I too purchased this bag as a travel personal item for budget airlines. I use it regularly as a day pack where I carry around 15 pounds of gear and equipment. It is slightly bigger than the pro pack and works well as a long weekend bag for me. I can carry everything I need for a long weekend trip, and it easily fits in the frontier personal item sizer box. It does not have the valet pocket and is slightly smaller than the aer travel pack small. The capacity, versatility, comfort and durability of this bag is second to none. Have you considered the aer go pack 2? That seems to check all your criteria, easy to access, not too many pockets, personal item sized, very lightweight, easy to access when upright unlike the clamshell opening of this bag
Some possibilities are other backpacks in Aer's line-up that have an admin compartment that runs the entire front panel of the bag. That way, there would be space for toiletries/make-up that is separate from the main compartment. For horizontal storage style, there are plenty of duffel-style bags from many brands, including Aer.
Aer is always a let down. They are definitely one of those companies that is good at one thing. Big Huge oversized travel bags. Slings id go belroy, timbuk 2, or even pakt
