The two meanings of ‘I will’ vary according to the emphasis used by the speaker. ‘I will do X tomorrow’ is a statement of intent. I am busy today, so I will do X tomorrow. The other meaning is stronger and is an agreement to fulfill a significant or important statement. ‘I will do X tomorrow, I promise’.
