I've seen crows do this with bread to attract fish. They will move the bread out of the way when a fish that is to big to eat tries to get it but when a small enough fish comes up to eat it it grabs the fish.
Eagles are smart, but hardly even close to the top 10 smartest birds. I think majority of people are way over estimating the eagle by saying it “baited” the heron or whatever it is. Let me summarize what really happened in this case. So the eagle was eating a piece of meat inside its cage with an egret (the white bird) wanted to share the meat with the eagle. If you watch at 0:19, you will notice the egret snapping its beak through the bars of the cage in order to scoop the meat with its beak and eat it. But the eagle tries to attack the egret through the bars and picks up the meat with its beak, refusing to share it with the egret. Soon after, the egret eyes at the piece of meat, ready to steal it from the eagle. But the eagle remains in the same place, eyeing at the egret and preparing to strike at it. As soon as the egret was about to snatch the meat out of the cage, the eagle immediately strikes at the egret's beak with its right foot and tried to pull the egret into the cage bars. The egret struggles to free itself from the eagle's sharp talons as the eagle tries to drag it into its cage, but manages to force the eagle to let go of its beak. The eagle lets go and leaves the egret when another eagle calls for it. The egret was left traumatized from the almost fatal encounter but survived.
