Dependent on the power of the warhead and distance of the detonation in relation to the ISS in low earth orbit, this is feasible. no nuke is strong enough to do this, even all of them combined. and at this altitiude theres pretty much no atmosphere so the shock wave couldnt reach them so they wouldnt feel anything. and even if there was atmosphere then it would take good few minutes for the shock wave to reach them
