@@SaanWick I never stated that you can unlock them. PLAY BAD TV is a channel made up of 7 friends who mainly upload Rockstar Games content. And some of us have unlocked some rare items over the years and we share them on TH-cam.

Unfortunately there is no way at the moment to get these horse masks. They are all from the Outlaw passes which are no longer in the game.
