That garrison cap that you show with the Colonel's uniform, would not be worn with fatigues. That cap was only worn with dress greens or khakis. I am retired Army and wore these uniforms for many years. The specialist rank insignia is for a Specialist 5 (Spec 5, paygrade E-5). The same paygrade as s Sergeant, but not considered an NCO.

Yes and no, the OG-107 was used early on but was replaced by the four pocket jungle jacket.
