The area where the moors and hills can be seen in the background looks OK to be honest. I'm not sure what part of Manchester it is but I wouldn't be surprised if the houses are still standing.

They look like the houses you still have in parts of Burnley and other Lancashire towns.
This can't be from 1974 as at 4:10 there is a Ford Fiesta parked up.The Ford Fiesta was launched in 1976.
