Hey Lex there are usually 2-3 culprits that can actually cause both high superheat and normal subcooling. These are:
Too high indoor CFMs.
Too high indoor load.
Faulty measurement.

Check super heat at evaporator coil use pressure at condensing unit minus a few psi.Could be picking up heat on long or uninsulated lines.

Make sure your suction line thermometer is reading & accurate temp & that its not in direct sunlight or being influenced by the ambient air temp.
What is the average suction line temp by the condenser? About 55 degrees?
If boiling temp is 40 degrees & suction line temp is 55 degrees, then superheat is about 15 degrees.
It seems like the evap coil is starved of refrigerant.

@@LexVance If your suction line is warm, maybe its running through an attic or unconditioned space with no insulation.
Also, the liquid line temp shouldn't be below ambient temp. If so, suspect a restriction up stream from that spot on the liquid line.

So how offen do you drain or suck out an overflow on an hvac unit. I have one that I go once a month. And there's no obstruction. I flush out the line with the waterheater. Suck the overflow with a dry vacuum? Thanks

@LexVance I've had to go once a month. For 4 months. Is that normal. I mean I just lift up the flow switch and suck it out. And it's good for about a months, but other units once a year.
@Lex Vance the data tag if not worn out on the fan and compressor will say the capacitor rating.
That extra capacitor is bad. He should've put one back in the same spot or relocated it like everyone else does.

Cleans better when it won't switch to the stream... I don't even check the charge unless he suction line isn't beer-can cold or the top isn't dischargeing heat. I don't like high superheat... Doesn't cool compressors as well. I would overcharge a bit to test +/- 3 degrees of subcool is okay, so try one at 15 deg subcool to see if the superheat drops

Clearly your high superheat is caused by the First Company coils …you don’t have adjustable TXVs do you?

He replaced evaporators when time allows. Gas and go has to happen when there's too many work orders. It's about tenant happiness. That's how the place gets good reviews.
We're slowly going around and replacing the bad leakers.
