sincere apologies for the 3 year late reply, i just happened to come across this video on a google search for "wireless emergency alert sound effect" to show a friend that doesnt live in the u.s. the 3 beeps in the beginning and end of the EAS are actually encoded information, much how like fax machines make those wierd sounds when you fax something or if you call the machine's number with a regular phone. that information uses a special encoding called SAME, short for Specific Area Message Encoding. it helps determine where the alert should go, so that a tornado in Florida doesn't alert you when you live in California. the reason the beeps happen 3 times at the start and end is for redundancy. if something happens, and one of the 3 beeps is corrupted or malformed, there's still 2 other beeps to rely on. the data from all 3 beeps is also combined to get a general idea of where to send the alert. the 3 beeps at the end are called an EOM signal, or End Of Message signal. when you hear that, it means the EAS message is over, and you will soon return to regular programming. as for the long tone right after the first 3 beeps, that's the signal designed to get your attention. it was designed to be unpleasant, so as to get you to look up from your computer, phone, or games console long enough to learn of an emergency in or near your area.

I hate this. A few weeks ago I slept alone in my room and I watched like fifty alien conspiracy theories XD. You can imagine I was scared and when I was literally about to fall asleep, "ERRRR ERRRRR ERRRRR OOOOOOOOO THIS IS A EMERGENCY SOUND TEST SCHEDULED FOR,"BLA BLA BLA.So erm, what had happenes was, I thought the aliens were coming to get me, so I grabbed my huge comforter and ran to the little table in my room. I put the blanket on top and crawled under the table and held on to the legs of the table. I was like that for about an hour, about to fall asleep. When, "ERRR ERRR ERRR OOOOOOOOO"And that creepy ass mans voice comes on again. Then I started crying until I fell asleep. I woke up on my back and started screaming cause I thought I was abducted by aliens, and my mom ran in and started scrraming spanish phrases until I ran out and jumped on her for a hug, which ended in her betch slapping to the floor. Moral of the story? Stay OFF TH-cam before bed!

The most terrifying time hearing this sound was when we were driving down a Northern Texas road (in tornado alley) with pouring rain and hail with our windshield wipers not even denting the amount of rain pouring on our car, soon enough this alert comes on,interrupting the only noise second only to the rain’s static like noise leaving us in near silence then we hear the hair stimulating alert come on followed by a voice that was almost completely drowned by static saying that “a tornado WARNING has been issued to the following counties : he lists off many well known counties including ours” and then the alert ends leaving us in silence,then the radio kicks back on,and we continue driving until we arrive home where we were then told to flip a mattress up onto its side and fortify against the tornado
It came and left 2 houses in shambles with many transformers thrown into the forest.
No power for the rest of the night.
North Texas as in Dallas or North Texas as in panhandle? I live in the former, we get tornadoes all the time. Somehow living in the largest population center in Texas is still a deathwish.

Yo that's so fucking weird but relatable, however I lived in Oklahoma for a year and it feels a bit different when you're hearing it in the heart of tornado alley than when you're somewhere that just gets bad thunderstorms sometimes
