I have seen older 8 round flush fit 1911 magazines tilt the followers in the same fashion as demonstrated in this video about Hi Power magazines.

PS Have also read that Inglis WW2 magazines would sometimes take 14 rounds, something to do with the legs of the followers being out of spec, shorter than standard, but that the springs were overstressed if overloaded..

I think the 13 rounder design puts less stress on the spring when left fully loaded too. It's not pushing the spring design's limit by over compression.
So I wouldn't be surprised if the 13 round mags can be kept loaded longer without ill effects.

Your comment is logical and well thought out, however, there is another consideration: The weakest aspect of the Hi-Power Magazine design is the feed lips of the Magazine that govern the presentation angle of the cartridge. (Reason we have a "Cartridge Angle Presentation Gauge Tool for Hi-Power Magazines at BHSpringSolutions.com.) Unfortunately, Hi-Power Magazine feed lips typically lose their ability to hold that top cartridge at correct presentation angle before the magazine springs get tired. Fully loaded is a lot of pressure on the mag feed lips and on the spring....usually, the feed lips give up before the spring does. In a mostly fully loaded state, I'd expect to get 10-12 years of service life from any capacity of Hi-Power magazine and then replace.

The M 95 detective did not like the Mec-gar 15 round magazine at all. They sit in a drawer now. A 13 round follower w/spring might be a good idea. I could convert those 15 rounders back to 13. Two extra rounds isn't that great when there is more loaded magazines are handy.
Do you carry extra magazines? I do. I, also, live in an open carry State.

The thought crossed my mind when I saw this video. I didn't see it listed.

Too bad MecGar couldn’t simply extend the height of the 13 round mag to give it more capacity. Then just add a pad to the baseplate to deal with it sticking out of the bottom of the mag well. I’d really love to see a reliable 17 round magazine for the Hi-Power. That would be awesome!
