Depends if you want to be able to remove the hardware at any point. The benefit of the Chicago Screws is you can take them off if you need (and do not need any extra tools!). Rivets are the most secure option, but once you set them they are on there for good.
Be careful to only use Locktite 222 or 567 low strength, which allow disassembly. The usual high strength will be glued permanently, and will need drilling out. The low strength, will not become loose over time, and specifies it’s good on brass.
As long as the shoe is leather and the hardware doesn’t make contact with the foot you should be able to. If you are going through a textile lining too then we would recommend a washer on the inside.
I'm struggling to remove the Chicago screw from a dog collar that I'm trying to repurpose. The other side keeps rotating even when held with pliers. Any suggestions on getting it to release?
That's a tough one. Normally we would suggest putting the cap side on a rubber or other surface that has good grip and applying vertical pressure as you unscrew, but if pliers are not working then this may not be enough either. Is it made from brass or another metal that may have rusted or corroded?

They are very sturdy, yes. And you can also make the hold stringer by adding some lock tight.
