As a person who has litigated many-many real estate deals: the seller has to clean up the problem of the encroachment and probably get assurance there is no adverse claim of any kind etc from the neighbor. I see a minimum of $50Gs in legal fees if there’s a tussle with the neighbor. Seller should handle this kind of problem before listing. Some states have strange laws about adverse possession that is open and notorious. A land owner may actually lose a part of the surveyed property through crafty lawyering.
Have it surveyed and have a talk with the neighbor. Maybe negotiate partial use of the greenhouse instead of spending money to litigate and ending up with an angry neighbor.
So remind people of the properties are really cheap because they're probably in a stage 3 burner in California which means for construction loan or a house loan you'll have to pay an insane amount of liability insurance if you can even buy it they're canceling everybody that's why the properties are cheap you have to be able to build and take the risk of losing it in the next fire on your own
Maybe, but that is not why the properties here are affordable. They have always been affordable before any insurance issues were ever a thing. This area is in the country and not city and there is land available unlike a big city. Think of this area like LA was 1,000 years ago or so. LOL
At 29K you can do it easily. County building codes need to be checked. There's always a workaround. Most counties will allow a 200 ft. Structure with no building permit. Just build a couple of those. Easy

Sorry someone lied to you. I hope the 3D aerial image helps to show that it lacks steepness. The "steepest" part is from the road onto the property, the first 20 feet or so. Right where I parked. I'm not sure if there were any areas that were 100% dead level. Most of it is just above flat, guessing 10 to 15%. The topo lines area very far apart which means it that it's not steep at all. I wish I could share that with you here but the comments won't accept an image.

There are some really nice trees that give a lot of that forested feel. You should know more than anyone that a buyer will have to clear an area where they plan to build, but that doesn't mean they need to clear the whole property or the frontage for privacy if they want to leave some trees or some protected Manzanita. All of CA, NV, and the lower parts of OR fall into this whole category if you are trying to get technical. Each state has its own natural disaster threat. Nothing new here.

Well, asking me questions is a start and you will get disclosures from me and the seller of what we know about the property. You will also get a title report that will show anything recorded with this property such as but not limited to easements, old liens, and taxes, etc. This all happens during your free 17 day inspection time. You can also talk to the Shasta County Building Department and tell them your plans for the property so you can see what you need to do if you want to develop the property. You can use Google Earth to look around the area in general and see where houses are and main roads or the highway location from the property.

Yeah buy cheap land in a failed state with failed tax structure failed infrastructure and bad vodes that will keep you from doing anything, also encourage potential buyers to attempt to sidestep building code (crime right there) and build many non permitted non occupyable stucture so the state and county can fine them into oblivion. Go to a different state, buy even cheaper have better codes and less costly red tape, and just live happy.
