Metro Sweep in Santa Monica: Deputies, Mental Health Teams, and Security Ensuring Passenger Safety

  • Santa Monica, May 31, 2024: Los Angeles County Sheriff's Deputies and Metro Armed Security conducted a comprehensive sweep of the Metro train system today, with a special focus on the downtown Santa Monica Station. This daily operation aims to ensure the welfare of passengers and uphold public safety standards.
    At the downtown Santa Monica Station, Metro Ambassadors, the Metro Outreach Team, and The Los Angeles County Sheriff’s Department Mental Evaluation Team (LASD MET) were present, offering outreach and assistance to riders.
    The LASD MET provides crisis assessment, intervention, and targeted case management services to diffuse potentially violent situations. They prepare documentation to assist in the placement of persons with mental illness in acute inpatient psychiatric facilities or to link them to outpatient mental health services or appropriate community resources. Each team consists of a deputy sheriff and a DMH licensed mental health clinician who is Lanterman-Petris-Short Act (LPS) designated to initiate involuntary acute psychiatric hospitalization, in accordance with the Welfare and Institutions Code (WIC), section 5150 or 5585. The goal of this co-response model is to reduce incidents involving use of force, reduce hospitalizations, and avoid unnecessary incarcerations of severely mentally ill citizens. LASD MET also provides in-service training for de-escalation, crisis negotiations, and reducing incarceration of mentally ill consumers.
    Metro Ambassadors support riders on Metro buses, trains, and stations, connect them to resources, and report maintenance and safety concerns. They are part of a multilayer plan to improve public safety, which includes security and law enforcement, homeless and mental health outreach workers, and cleaning crews.
    Metro Homeless Outreach Teams engage with unhoused riders on buses, trains, and stations, connecting them to resources. These teams are also part of the multilayer safety improvement plan.
    Metro Security also checked passengers' tap cards as they exited to verify fare payment. Those who did not pay the fare were issued citations.
    The downtown Santa Monica Station serves as the terminal stop for the Metro line, making it a crucial point for authorities to ensure that all passengers exit the train upon reaching its final destination and re-tap to continue on the train. This measure is particularly significant due to reports of some unhoused individuals utilizing the train as a makeshift shelter, remaining on board for extended periods and even sleeping onboard.
    Sheriff's Deputies and Metro Security stationed at the downtown Santa Monica Station have a multifaceted role, combining security duties with passenger welfare checks. Their responsibilities include monitoring trains and platforms, enforcing the code of conduct, tackling fare evasion, and upholding the rule of law to ensure safety and security for all passengers.
    The increased law enforcement presence at the station is part of a broader effort to address concerns related to criminal activity, instill a sense of safety among commuters, and ultimately restore confidence in the Metro system. This proactive approach is designed to deter criminal behavior and encourage ridership without fear.
    Authorities urge passengers to remain vigilant and report any suspicious or unsafe situations promptly. In emergencies, passengers should dial 9-1-1. For non-emergency security concerns, passengers can reach security personnel at 888.950.7233. Additionally, passengers can use the train intercom or station intercoms, marked by red signs on station platforms, to alert Metro staff to any incidents.
    The heightened security measures underscore the commitment of the Los Angeles County Sheriff's Deputies to ensure a safe and secure travel experience for all Metro passengers, with a renewed focus on the downtown Santa Monica Station as a key point in the transit system.

    YESSSSSSS!!!! THANK YOU SO VERY MUCH. Occasionally, I have to catch trains at 4am, and it can be frightening. People are sleeping under filthy blankets, spread out across the middle lane, and involved in drugs. I am so happy to see the Sheriffs doing this- they are appreciated.

      Before u get on the train mess up your hair, wear your shirt inside out, untie your shoe laces and leave the show laces just hanging, do a weird walk as you get on the train, but dont sit on the seat normal, you have to lay back and spread your whole body out so you take up 2 seats and all the crazies and criminals will just assume youre one of them and not even give u a second glance and you’ll be just fine.

      Late night trains between Manchester Piccadilly and Chester and from Chester to Holyhead late night here in the U.K. are a scary experience if travelling alone and no sight of any armed British Transport Police Officers - leaving Dublin Ireland late at night with no armed Gardai (police) on the trains is also a scary experience when travelling alone

    Those trains must smell like park bathrooms. The woman at 21:49 looks like she was getting ready to drop a massive hot steamin deuce. Officers need to start using smelling salts for the ones who don't want to seem to wake up. Thank you to all the people keeping the trains clean.

People working for the city or county or state working on some planning board. Getting paid hundreds of thousands of dollars to come up with ways to spend hundreds of millions of dollars. Oregon has the same thing goin on. I'm not sure of the other states that have trams, trains and busses etc but Oregon keeps trying to pour money into these tram systems yet riders are declining. Riders are declining, fares are skyrocketing. It is a bottomless pit with a dead horse that hard working Americans keep having to pay taxes on in hopes of an attempt that is nowhere in sight at bringing the horse back to life. Tax payer monies goin to people with absolutely no clue what tf they are doing.

      @@pigjubby1 This is why I bring something to sit on when I see a seat on the Metro bus that LOOKS clean. I put some cardboard on the seat and try my best not to let my back touch the backrest. When I get home I strip everything off, throw it in the laundry, and treat my street clothes like quarantined biohazard material because they are! I wish I could stand up the entire ride but I unfortunately have very long commutes to and from work and some of the bus drivers have an issue if you stand up at the front of the bus. Good thing that I can sometimes take the Commuter Express to wherever I need to go. The Commuter Express is like a coach bus and it only operates during hours of the day people need to get to and from work, and you have to pay to get on the bus, therefore NO BUMS ride this bus so it's relatively clean and safe and you can sleep on this bus too after a long day of work without worrying about getting robbed. There is no back door on the bus that bums can sneak in either.

      The problem is, it’s not consistent. Metro already spends hundreds of millions of dollars on police. But they dont get consistent enforcement from LEOs
      I think more in-house security is a way to go

      ​@@ciello___8307 Las Vegas security are on all of the buses and the have some waiting at each bus stop to switch over and put off anybody or homeless person that doesn't have fare, making trouble, or sleeping on the bus, and it goes on all day up to midnight. At midnight the buses don't run, so they have no choice but to stick it out wherever the choose to be for the night

Only one that runs are the buses to the strip and the bus to Henderson. They don't wanna go all the way to Henderson because there's really nowhere to sleep and it's too far, they still sleep on the strip bus but as soon as they get to the transit, the security are already waiting for them to put them off and then they take their picture and they can't ride the bus for the rest of the night. They started doing it that way because they caught onto the scam of them transferring to different buses once coming from another transit center, basically riding the same buses back and forth to both stations at night. They don't let the homeless shelter on their buses.

      I totally agree with the zero tolerance and zero patience approach, as so many public transport systems around the world are so unpleasant these days - being totally dependent on public transport myself, I live in the U.K. and travel alone to family in Rural Ireland and at many points, it can be a scary experience - I’d feel far safer if there were armed enforcement officers on board trains and at station platforms

      That's why they're enforcing fares more often now. Many of the older stations don't have fare gates. That's a problem, too. Much easier to evade fares because of it.

    this is what I want to see. I want to see way more of a police presence everywhere. Especially public transportation. I’m glad Santa Monica is investing into this. Yes there’s a divide from the top earners to the working class, but the backbone is the middle class and we’re tired of having to cater to other people’s poor choices, whether political or poverty. This is how a vigilante purge happens. Many today would speak German or Japanese before fighting or working for the war effort if WW2 broke out now. Zombies, addicted to a cell phone and stupid games that contribute NOTHING to benefit society when sh@t hits the fan. You feel bad for them, but not really because they are doing their best to do the absolute minimum to just barely survive and they don’t want a better quality of life, they want celebrity lifestyles. I’m a country boy, have lived for years in a major city, moved to the Caribbean and now 20 years in Hawaii and am striving to go complete self sufficient yet able to defend my plot from these zombies who become locusts when there’s any slight interruption in there government assisted living conditions.

      And they literally attack other people just for being on there, like you're an unwanted guest in their house or something. I saw a homeless guy on the bus nearly attack a passenger just for sitting in his seat and riding to his destination, it was crazy. One day I was on a bus from Santa Monica and a homeless lady sat in front of me and started threatening me to herself talking about knives and I'm a very quiet person, so I played the game with her and started talking to myself as if I was gonna stab somebody and so she got quiet and moved to the back of the bus. Alot of them aren't crazy, they just feel the need to attack people that they think won't retaliate or fight them back.

      All landlords must put all rents paid to them into a high interest account, when the tenant/investor moves or is evicted the landlord must pay back every penny invested into the property by the tenant/investor, the landlord keeps the interest on the account.
      Or
      A law no landlord can charge no more than one hundred dollars per bedroom per month,no pet fees,no pet deposits,no pet rents.

    This reminds me of the problems on Chicago's CTA L trains. Notably on the Ohare Airport Line which runs 24 hours a day. Patrols like here are non-existent on the CTA.

      They ask them if they need help. If they don't want it, they can't be forced to get it. That's the huge problem with getting these people off the street and into treatment. It's only voluntary. It needs to be involuntarily residential treatment, too, when it's warranted.

      Meh, it's not technically free. (Metro LIFE program) You get a free 90 day pass when you're approved and if you have papers/prove you're a LA County resident with low income/homeless. After that you just get 20 free rides monthly, or you can opt in on discounted fares/passes, but they have mileage/roll over. Which is still good. Otherwise a one way rail trip on LA metro is 1.75 on your tap card. I'm Black and gay and homeless and I'm on the life program.

We have no gate in houston just a platform its an honor system so anyone gets on from the streets so it packed full of homeless riding back and forth harrassing people.

    Saw another video around the downtown area where several riders stated they hadn't seen any security or LE, this is how Karen Bass addresses the problem. The amount of money it costs for these extra officers is very high so the homeless will wait until the officers become fewer and go back to what they've been doing for 30 years.

    Most of these comments don't even make any sense. All the homeless people have to do is pay a fare and they can still ride on a train, and do the exact what they're doing. In fact they got programs that will help homeless people get Motley bus passes for free, or just beg people for spare change. Either way they're not banned from getting on the trains. So nothing really changed. It's all about your money not your safety

    But thank God now there's protection these deputies keeping everyone safe.
    Helping those individuals who have severe mental health to get up and go before they stop breathing.

    Whilst during the ride you get to experience such amenities as stenches that clear whole cars, loud music, weed/cig smoke, loud young urban groups, wet urine, various homeless, weirdos, people taking up two seats while disabled/elderly stand, grown adults that cannot stop kicking the back of your chair, loud foreign facetimes, etc. Other than that, it's a pretty peaceful ride. Oh, and to avoid this shakedown, get off on 17th.

      😂 Crime more happening in Santa Monica since the mentally attentions and homeless are force to get out on Santa Monica so they roam Santa Monica hiding and sleeping in that neighborhood. The police might as well say welcome to Santa Monica your last stop or tranfer free to another Metro...

    They get off the train, the police leave and they get back on the train again. There is no punishment so nothing changes. The only thing that stops people from doing bad things is the fear of punishment. If you don't punish the crime why would they stop?

    Good job Deputies. My question is how is Metro making any money when the train is less than 50 percent full? Shouldn't law enforcement be asking those who are sleeping or living on the train be asked basic "who are you?" questions?
