This game got too reckless with its RNG - making Werster get so much bad luck, that he eventually got *negative bad luck* (which is good luck), which made this game's plan crumble in on itself.

Yes, in terms of base speed Jolteon is faster. But there's plenty of room for Starmie to outspeed it: 130 base (121-200 lv. 50) vs. 115 base (108-183 lv. 50). Apparently the DVs (IVs/EVs in later generations) favored Starmie. After all, it is round 2: CPU Pokemon usually have better stats than your rentals.

Nope, it's as good as fainted - unless the opponent chooses to use Haze or any Fire-type damaging move on it (other than Fire Spin, which cannot inflict the Burn status) for some reason. The use of battle/healing items is banned in all Stadium games, and held items weren't a thing until the second generation of PKMN games. Coincidentally, it's the same generation that added a few ways for Pokémon to thaw out naturally, such as the 10% chance (or 20% in gen 3+) on every turn.
