Not correct. You are referring to the flag of the Flemish society. The black one is called De Strijdleeuw. Literally translated to battle lion and has only the colors of Flanders without the red of Belgium in it. This flag is simply a nationalist version which is frowned upon by a lot of uneducated people that can't face history objectively or it is adored by hrt nazi larpers which is equally debilitating.
